Why should fair athletes receive suspensions together with liars?

Decisions of anti-doping agencies are not fair in certain situations. While several sportspersons break anti-doping rules, the whole teams are suspended. So, athletes who do not lie suffer together with liars. Can’t you find it  unfair? Why should good sportspersons be kept from making their hopes and dreams real, while other individuals violate anti-doping rules?
The football program of the college from Waterloo was shut down for a year. It was due to results of an investigation.  Everything began from a bust of a player who was caught having numerous  vials of anabolic steroids and HGH. This detection led to many investigations led in Canadian colleges. The investigations were led by the Canadian Centre for Ethics in Sport.
An investigation resulted in eight positives of the Waterloo football players. The positives caused the decision to suspend the whole team for a year.
Unluckily, innocent players of the Waterloo College were suspended together with liars who administrated forbidden performance-enhancing medications. Matt Vonk and Steve Ples  played at Laurier before the scandal related to steroids and the suspension. These two football players didn’t test positive for steroids. That’s why Matt Vonk and Stele Ples hadn’t receive the suspension.
These two former football players for the University of Waterloo intended to transfer to another college in order to realize their dreams connected with football. But they received refusal. So, these players will be kept from playing football the whole year.
